Setting up minimodem on windows

I've recently become accustomed to MiniModem a linux commandline based application to send and receive data modes (ttd, rtty, bell, same). I found that there was no version of the application made for windows so I've wrote a tutorial on how to set up MiniModem for Windows 10 with the aid of Cygwin.
