Would this problem be linked to the Petrusse Excalibur 2002 problem on another post at the moment as it has similar-sounding issues, but on a different board obviously???

Re: Stalker XX/President Madison PC411AD Repair
The circuit is similar, a common emitter transistor amp between the wiper of the volume control and the input to the audio power amp IC (for example, TR36 on the Cobra 140 40 channel FCC radio).
Common to go noisy, showing as a hiss on receive when no signal is present, most noticeable on AM. We usually replace them with a BC109C.

Anyone knows if there is another transistor that makes noisy SSB transmission without modulation?
