A code of conduct for what - in freebanding form - is an illegal activity?

People cannot even keep to the code of conduct & gentlemen's agreements on the amateur bands,so how can you expect them to take notice on 11 meters with all the muppets about ???

OK,you are 5 & 9 OM Seriously the same could be said on the amateur bands,heard a lot of Rodger Dodgers etc on 2m & 70cm's recently.
