Is it strong or weak?
If it never gets all that strong it could be an image from somewhere else, not a genuine signal on 155.1 - is it the same as something on 167.9 by any chance?
What scanner are you using?

Back in the good old days it was North Wales Police (M2WA) channel 2 
The band is subject to reallocation by OFCOM (this year hopefully), so it's not impossible that someone might have been granted a testing licence for something.
