I found a webpage with a list of northern ireland freqs.
Not sure how recent it is or anything, but I tried a few and got a few results, mostly on airport freqs.

No, it's a totally different frequency range. CB operates on 27MHz (mostly) which is classed as HF, most of this stuff is VHF/UHF - way, way above what a CB could receive on. You need a scanner to receive it.
