Ofcom are certainly more relaxed then they were 10-20 plus years ago, unless you cause some serious interference like on the civil airband for example its unlikely they are bothered with hunting for people especially on 446.

So if I wanted to use an unconventional 445-447 frequency that wasn't already allocated as one of the "official" digital or analogue PMR frequencies for private communication between two cars on a road trip nobody would care.
