Yes. Each crystal does two bands on 6 band models, the channel changer has two pll wafers instead that it switches with the bands. From memory, I don't think they have a hi band (20.330Mhz) crystal that legal boards need, so one has to be added. I'm not sure if the legal boards will work with odd pll inputs either, so maybe a full set of crystals needed.

Ah, I know yaggiboom has just successfully put an EPROM into a 6 band, 3 crystal chassis - so it is do-able. Not with a standard Spectrum EPROM though.
