I've built my own antenna for PMR but I don't have a SWR meter that covers 446, so is there any way you can use a standard HF CB meter, or do I need to buy one specifically for UHF?
Cheers

You need UHF meter.
I would buy NanoVNA instead.

Re: SWR for PMR 446
Pretty simple. There are a lot of tutorials on YT, it shows SWR as any other meter plus some more important parameters when you build your own antennas.
SWR is least important parameter when building antennas. R, jx, RL are crucial. You won't see them when using simple SWR meter.

Re: SWR for PMR 446
if you have a through type meter it will work fine up to 150Mhz and may give a suitable reading at VHF.
or use a field strength meter and adjust for maximum RF.
