License for expat

Hi.
A friend of mine is living in UK.
He have SP "A" category CEPT license (highest possible), 500W power limit, all bands no limit.
Can someone point us how to get UK license based on that?
I visited Ofcom webpage, but I couldn't find correct procedure. (Yes, I know, I need glasses)
