466.943750 Glasgow colour code showing ?

Heard noise on frequency 466.943750 Glasgow area no voice just sounded like someone was about to speak by pressing button but then not speaking but colour code showed ? Any one know if this is a user ?

That’s in the old police allocation, I’ve not noticed any users in that area around Glasgow or Lanarkshire but know other locations in Scotland have had users in the 466 area.
The frequency suggests a 6.25 offset, which is unusual for most users, could it of been 466.9375 or 466.9500?
