Mobile DMR IDs in the Colonies (Wales, Scotland etc)

How does the temporary M,W etc prefix work with DMR/dPMR/NXDN IDs? If it's not necessary, why is it on the other modes? I know it serves a useful purpose on voice, I'm just interested to find out why (IF!) these modes are exempt. I can't see Ofcom being OK with people not using regional IDs just because it means reprogramming the radio, I'd think that would encourage enforcement even more.

There is no legal regulation of the digital ID system by Ofcom.
