DMR simplex TG numbering

Can someone please explain the logic for TG9 or 99 for simplex? I can't understand why (for example) simplex isn't just TG1. Which seems to be the most common, 9 or 99? I don't really want to have to devote a zone to each TG just to catch simplex QSOs. I'm sorry if this is a stupid question, I can't seem to find an answer anywhere.

TG9 is local. TG1 is Worldwide for the repeater so simplex would use TG9.

DMR is a mess.
