I have a Midland alan 42 ds, and I can't transmit
I have been told my Modulation is low, how do I fix it? Thanks.

Are you able to replace microphone capsule (main suspect) by yourself?
Yes - do it
No - find someone who can.

You could try adding a external microphone.
I would contact a CB radio shop who may be able to advise a power mic
