Not quite. Repeaters are just relay stations that re-broadcast radio transmissions. The noise you can hear are the digital ones and your radio only receives analogue so it will sound like interference. Most transmissions these days are digital, or going that way, including ham radio, so equipment upgrade is required if you want to hear more. Or if you're technically inclined, try having a play with RTL dongles and SDR software, with some fiddling and fettling you can receive digital stuff on your PC for about a fiver.
