RAS on a CAP+ System

I noticed my local hospital uses a CAP+ system spread across 4 frequencies. No idea if RAS or not. If they have RAS enabled will I hear a scrambled signal or just nothing at all? I've not even seen the LED light up to show any signal at all. I'm using a retevis RT3S dmr handie not a scanner but I've put the four freqs in the same scan list and not heard a peep. The radio works well with other DMR transmissions local to me.

If its a Restricted Access System then all you will get on a Transceiver is the RX led with no audio. If its Encrypted then you will get garbled audio.
