Look for a CPU reset. It worked on a Yaesu 757 GX i had a few years ago.

memory backup battery? The one in my 260 died a few years back, but by the time I replaced it, it was too late!

Check out the vintage-radio.net forum. There's a discussion there about an icom ic-251e with display & frequency issues.
Apparently there's a switch at the back of your radio for memory retention. Sometimes, moving that, switching your radio off & on again after a few seconds can get it going.
Your risk though but it might work. I'm also reading that Icoms of that era relied on a rom (no backup battery) to keep things ticking but they eventually fail if the radio is not used.
