It's been a while since I've needed to know much about electronics but from memory all boards should be running from 5v or less ?
Is there a mod available or known to convert the UBC355CLT scanner from a 12v input to a 5v input (USB) ?

No for three reasons:
- "mobile" scanners use 12V for their higher power circuitry, such as the audio power amplifier
- USB can only by default supply 2.5W of power, that radio needs 10W (12V at just under 1A)
- it has onboard 5V regulation that needs 3V headroom, so the lowest input voltage you can go is 8V (5+3).

Looked at various options and tried a USB to 12v converter lead with a 2A USB charger, on this and other scanners.
As the only 'power' requirements as such are minimal current for circuitry, led display and driving the small built-in speaker (as it's only receiving not trying to transmit multiple watts), 12v at around 800ma seems to power the scanners fine
