Mine is similar. I'm getting DC HI on my SS9900. I've hooked up a President Lincoln II+ and no issues with that radio, so It's not the psu.

One thing I noticed about the 9900 is heat, it gets quite warm, the rear heat sink looks a little small so I have super glued a 4cm fan to the rear, tapped the 12V leads for it and whilst small and slightly annoying "whizzing sound" wise, it keeps the radio nice and cool. I recommend it.

It might be the best fiver you invest in that any Chinese radio, but especially this one.

I am not suggesting this is your problem but this is a sensible thing to do for longevity of the radio.
