RSS Traffic Management

Does anybody know the frequency for RSS Traffic Management as they are at the top of the street helping the road workers control traffic?

Try scanning the pmr446 frequencies, seem to be used a lot around here, mind you most of the conversations have little to do with traffic management, more "how fit" the girls are in the passing cars!!!!

We tried that already found nothing on them, but they use baofeng handhelds which im sure are not type approved radios for business use are they.
