Whilst in the area recently, I found 167.1875↔171.9875 ~118.8 in use at Castlemartin Range EGD113.
The license is allocated to a local telecoms company, but who actually uses it and what for, I was not in the area long enough to figure out, as I only heard a couple of conversations containing nothing that helped to identify the user.

Somebody else may have more luck.
I wasn't able to find any military freqs, but did hear range control using 156.8 to inform the coastguard that range control was closing down.
