well its just a bit of wire feeding it from the atu,,, it is 'strung' from two ceramic isulators.. about 4m.. it will be radiating..

It does seem very similar to a trideco... http://en.wikipedia.org/wiki/File:Trideco.png
The section on the top would be a large capacity hat and the panels can either be triangular or diamond shaped.
Normally those things are used for VLF submarine comms, but you never know. Somebody may have applied similar principles to an MF antenna.
