I've just done a quick search of the 'Radio Today' disc, and the results for Blackburn were pretty thin.
Try searching from 453.000 to 457.000 MHz in 12.5KHz steps, nFM.
Also 165.000 to 170.000MHz, same steps etc.
These are the most heavily populated areas, so you should hear something.

I tried to start a database, or at least add to one, football grounds. The amount of time that took to read the responses took a lot less than the time to ask!
I tried a quick scoot around when my train was kept at Blackburn station for about half an hour, in April, but very little turned up, and that was about 4 pm on a Saturday. All I really got was taxi's.

Get a Uniden UBC72XLT "Close Call" scanner mate.
That will take the guesswork out of the frequency hunting.
Mine cost me ?67 second hand (minus postage) from eBay.
I use a Yupiteru MVt7100 as the main scanner, and the Uniden as the "Scout".
I have acheived excellent results and have found a few shopwatch and stuff, check my findings out under the "Shopwatch Comments" bit.
However, the frequencies searches outlined in the post is bound to reveal what you are hunting for.
