With the one we saw, it did. The owner was powering it from a 240V AC mains to 13.8V DC 3A CB type power supply, which went into current limiting shutdown from the excess current - it probably used an LM350 regulator which shuts down at 3.5A.

The 12V output would have dropped to a few volts on USB, causing the meter lamp powered from the 12V rail to go off too.
