None of above. Those are not PMR radios.
Check regulation of PMR band and equipment.

as a OUTLAW i am afraid regulations are there to put off us uneducated users doing what the educated users get away with such as using shack in a box 100 w HF radios on the PMR 446 and like bands, George

As CH25 said, none of these radios are "legal" to use on PMR446. This is because they can't be restricted to 0.5w (and the fixed antenna regulation grey area thing - which Ofcom will no longer confirm or deny).

If you're going to be using them for rental, it might be worth a read of this thread. It's always worth keeping in mind that your client will almost definitely want you, as a supplier, to demonstrate legal compliance. Not to mention they'll expect a good quality product such as a good Motorola, Hytera, Icom or Kenwood radio and might even have a rider which specifies the radio must be a certain brand for example.

Not 100% sure what the above quoted text means. But if you're using them for use as a PMR CB, then as long as you're aware you're technically using them illegally, and you don't mind doing so, any of those radios are fine for entry-level use. But don't expect top quality audio because you definitely get what you pay for.

Personally - I try as best I can to follow the law. I've paid for all my licences, and illegal users I try to simply dismiss AS the uneducated, doing things by accident. Doing it on purpose just makes me smile.

Buy the Baofeng - you'll be able to use it the other licensed bands as well - so will fit your kind of use perfectly.

Of the two then the UV-5R is dual-band and the PX-777 is single band (well, the one I have is). The PX-777 is better built and looks more like a 'proper' handie, and once programmed can be set to read channel numbers instead of confusing frequencies, but the UV-5R should be a lot cheaper to buy.
If it was just for 446 and they were the same price then I'd get the Puxing myself.
Legality or not is down to you.
