Legit PMR446 has to be a handheld and a "fixed" antenna.

You asked for a "PMR446 radio" not a UHF radio that you could program to the 446 freqancys .

Always makes me giggle when I see hams comment on average Joe 446 usage when so many hams have UHF kit programmed to 446 knowing full well it's illegal. Oh and yes they do use them for 446 too. Not saying any of the posters here do it, just makes me laugh. Oh and 446 does NOT need to be handy or fixed antenna anymore. there were revisions a few years back.

And as for the OP just buy any old cheap Chinese UHF or dual bander, I have a puxing 888 and it serves well for 446. I have it tx on 446 and Rx only on other frequencies in the memory for when I'm out and about and don't want to carry a scanner. I also believe there is a midland PMR 446 handheld that can be modded to do 5watt, I forgot what model it was but a quick Google search on anything like this would show plenty of *educational* information on it. However it is illegal to tx on 446 PMR over 500mw so any use of equipment not type approved for 446 PMR licence free is not advised 😉
Or if you have the money then I highly recommend the Ailunce HD1, I use these on my UK simple and suppliers licence in DMR and it's replacing my puxing for when I'm out and about

Yes will do PMR and half decent radios. I have the 888 dual bander and it’s a great little set

I'd say something like a Tait 2000 series UHF "conventional" radio would be perfect for what you want although of course setting it to low power at 4watts rather than its full power plus low power is better for long QSO's and you get good build quality and quality audio unlike the cheap Chinese stuff or even a mobile Motorola will do. You can get those radios cheaply on ebay for around 30 to 40 pounds just keep looking out for the auctions. Programing cables are cheap and the radios are easy to program.
