Could somebody please help me with an unzipped copy of this file? I have Alan HP406 and HP450 handhelds but cannot programme them without this file. I don't have internet at home, but can use the public library if anyone could email the file to me please. Thanks!

I doubt a Public Library system would allow you to download a .sys file. If you have an OTG cable for your phone then you can download it to that and then transfer to your computer via USB OTG.
