I thought that this would be a good case of seeing how Paypal react to advance notice, so I tried reporting the seller in advance, giving the reasons for my suspicions and got no response at all, bar the "we have received your email". So they seem content to pass it to ebay, who declare it probably dodgy and then PayPal presumably just refund - probably after the account was emptied. Not very responsive, but I guess in banking terms, a tiny amount!

So an interesting development tonight. Received an email from eBay who have advised that the seller has contacted them and they are now making a final decision. If it were a scam, you would think the seller would have done a runner but eBay said at the start that the seller account had been compromised so that would make sense if it is the original owner of the Id. I'll await the next communication with interest.

Just got my refund :D The seller asked customer support to review it, So obviously he didn't wanna stump up, No surprise there.

Now that I have received that vast sum back, I'll need to think what I can spend it on :crazy:

I got this this morning for a pair of UV-5R radios. He's no longer a registered user but is obviously still able to reply to the dispute. I also noticed that almost all of the accounts that left him feedback are no longer registered users either.
The tracking number he provided for the dispute doesn't work surprise surprise...

Seller's message to you:
'open this website(http: http://www.17track.net/en),click Track,Then choose China post, you can find tracking information,if you not find, maybe network error, please try again . when you find it , please closed ebay case .the project in 10-30 days to reach your address! Regards '

Never used the resolution centre to claim a refund before. Seems quite efficient, Just remembered my new ferrari never arrived, Time for a refund me thinks :D

Seems its 100% a scam and here's how it works...

Four stages

The informant went on to describe the scheme he alleges is at play. He claimed "phase one" begins with creating fake eBay and PayPal business accounts using throwaway webmail accounts.

These accounts are then used to sell iPhone cases and leads for three to four months, he claimed. He explains that after months of benign activity, PayPal thinks the trickster is a legit seller and releases the 21-day payment hold, allowing the account-holders instant access to any money they get through sales. eBay also clears the accounts from the shackles of a system (focused on new accounts) that checks for suspicious inventory changes, he claimed.

It's at this point that the scam kicks in, alleged the campaigner. The fraudsters begin listing items such as electric toothbrushes, power drills and Lego sets. They sell these in batches of 20+, usually around four to five batches per account.

As soon as the funds from the first batch are in, they spend the money in their accounts on iPhones and/or laptops from other legit eBay stores. The fraudsters also buy large quantities of stamps.

They also use techniques to avoid giving away their real location when picking up the goods.

By the time the first buyers who bought the first batch start asking for refunds due to the scammers not responding and the items not being delivered, most, if not all, of the money has already been spent. Scam accounts are abandoned. eBay/Paypal, left unable to retrieve the funds, must dip into its own pocket to refund scores of buyers who have been ripped off.
