State that you can't test it fully due to having no antenna. But it was working 35 years ago before you put it in a cupboard before the house fire. Perhaps the next rig you send up should be a working one but put something a bit more powerful under it to send it into space, that way, if there is other life forms out there they will be able to contact Earth, don't forget to include a user manual though!

Send a fidelity 1000 up. That way, if aliens are on their way to attack us due to concerns over our technological advances and they intercept it, they'll examine it and realise the galaxy is perfectly safe.
