Looks like a switchable crystal filter, probably in the first IF stage to act as a rudimentary roofing filter?
Edit:
Possibly a 10KHz shift as that could be the PLL crystal.

Yeah looks like its pulling the reference xtal off frequency, Theres also some kind of PLL mod by the looks of it.

think they called them a midnight board, you take out the 10.240 crystal and mount to that board, and under that green block is another crystal which I think was 10.200mHz which is switched to give a few channels (10 comes to mind) below channel 1 uk fm ( in the HI band section or when on midband will give approx 10 channels below midband, low band section.) the 2 variable caps was just for alignment. The PLL mod you see Buick Mackane is the midband PLL TC9106 coversion.
